Here is what we have to work with. Colombian location running runs through a layered permit map that no single authority owns. Our location managers are built to handle each layer at once. City permits route through IDARTES and the Bogotá Film Commission for the capital, the Alcaldía Mayor and IPCC for Cartagena (with Getsemaní and Centro Histórico neighbour-liaison protocols built into the daily contact sheet), the Antioquia film commission and Medellín Alcaldía for Antioquia work including Comuna 13, plus the regional alcaldías for Cali, Santa Marta, Barranquilla, Manizales, Pereira, Armenia, Villa de Leyva, Barichara and Mompox.

Here is how the picture comes together. National parks planning runs through Parques Nacionales Naturales de Colombia (PNN) for Tayrona, Los Nevados, Chingaza, the Sierra Nevada de Santa Marta, Bahía Solano-Utría on the Pacific and the Amacayacu reserve in the Amazon, with ANLA site-level licensing for shoots inside covered natural reserves and biodiversity hotspots. Heritage authority filings route through ICANH for archaeological sites. San Agustín, Tierradentro and the Coffee Cultural Landscape UNESCO inscription — and through MinCultura for nationally covered colonial-era streetscapes.

Here is what we have to work with. On the floor our location managers run daily contact sheets covering Aerocivil drone authorisations (15+ business-day lead time), ARL workplace-insurance certificates for each location-based crew member, road-closure planning with the Policía Nacional and local tránsito authorities, neighbour-liaison hours in Getsemaní, La Candelaria, El Poblado and other dense residential cuadras where film noise is covered, and indigenous cabildo consents for the Wayuu of La Guajira (Cabo de la Vela, Punta Gallinas, Wayuu rancherías), the Arhuaco and Kogi of the Sierra Nevada, the U'wa of the Eastern Cordillera and the Embera authorities for Chocó.

Here is the layout. Property-owner agreements for haciendas in the Eje Cafetero, fincas in the Sabana de Bogotá, colonial townhouses in the walled city and Pacific coast bahareque structures are paper-trailed against the Proimágenes CINA filing so each location fee is qualifying-expenditure ready. Wrap and restoration cover each site to pre-shoot condition with photographic close-out, damage-deposit reconciliation and a relationship intact for the next production through the door. Twenty-four-hour on-call coverage handles weather pivots from Pacific 13,000 mm rainfall windows, Caribbean tropical storms and Andean afternoon downpours without the schedule breaking.
